A Roland man was arrested Jan. 9 for indecent exposure and loitering after he allegedly approached, for sexual purposes, an undercover Fort Smith police officer at a park.

According to the Fort Smith police report, Randy Lyn Ragsdale, 58, of Roland was arrested when he tried to have a sexual encounter with an undercover officer in the bathroom at Fort Smith Park located on 5301 Clayton Expressway.

According to the report as the undercover officer was using the urinal in the parks facilities, Ragsdale entered the men’s bathroom and went to the urinal to the right of the officer.

The officer noticed that the man was staring at his crotch area and began to converse with Ragsdale. The officer asked him what he was doing and Ragsdale stated he was “just looking” and began to fondle his genital area. The undercover officer asked Ragsdale what he was looking for and Ragsdale replied that he wanted to give or receive oral sex, the report stated.

“Ragsdale reached over with his free hand and rubbed across the front of my pants while stroking himself,” the undercover officer stated.

Ragsdale told the undercover officer to put his back to the door to block it. As Ragsdale had his back turned, the undercover officer identified himself as a police officer for the Fort Smith Police Department.

“He did not respond, only got a very shocked look and nodded his head indicating he understood,” the officer stated.

Ragsdale is a former chaplain with the Sebastian County Detention Center and was a music teacher at Immaculate Conception School in Fort Smith.

Deacon Greg Pair said, “As a church, we were all stunned to hear about it.

“This happened after his employment with us. Ragsdale resigned from his position with the church last summer. He was with our parrish for 23 years. I would of never thought that about him,” Pair said.

Sgt. Levi Risley with the Fort Smith Police Department explained that the Fort Smith Police Department has a street crimes unit that concentrates on prostitution, loitering, graffiti, vandalism and other nuisance crimes.

“The street crimes unit works intermittently on this particular type of crime and will pick up two or three people at a time,” he said.
