Moore is registered as a sex offender with the State of Oklahoma Sex Offender Registry but failed to register in Arkansas where he was employed. Although Moore is not an Arkansas resident, the Jacob Wetterling Improvement Act that was passed in 1997 requires a registered offender to register in the states where they are employed if the state is different from their state of residence.
According to the report Moore failed to provide notification to the Fort Smith Police Department after switching jobs. The detective on the case attempted to verify Moore’s employment and tried to contact him but was unsuccessful.
Sequoyah County Sheriff’s Deputy Robert Gude located and arrested Moore on Jan.13. He (Moore) was transported to the Sequoyah County Jail and returned to Fort Smith.
Failing to comply with the Arkansas’ sex-offender registration law is a class C felony that is punishable by three to 10 years in prison.
Moore was represented by a public defender who entered a plea of not guilty for failing to comply with Arkansas’ sex-offender registration law when he was arraigned in Sebastian County District Court on Jan 21.
