A Moffett man who allegedly punched the mayor of Moffett in the face at the city park Wednesday evening was on the run from law enforcement agencies throughout the night, but turned himself in to the Sequoyah County Sheriff’s Department Thursday morning.

Law enforcement officials were searching for Alfred Roy Bailey, 47, of Moffett until 11 p.m. Wednesday after Bailey allegedly lunged at Kathy Luper, the mayor of Moffett and a reserve police officer for the town of Moffett. Sequoyah County Sheriff Ron Lockhart said Bailey walked in the sheriff’s department around 10 a.m. Thursday and surrendered.

Bailey was booked into the county jail on an aggravated assault and battery charge and was released on a $4,000 bond Thursday afternoon. Bailey’s arraignment is scheduled for Wednesday in Sequoyah County District Court, Sallisaw.

“I’m hurting and some of my teeth are knocked loose,” Luper said about being hit.

Luper said several people were at the park trying to clean it up Wednesday afternoon.

Luper was on a riding lawnmower and pulled up beside another person who was mowing. The two turned off the lawnmowers and were discussing what to do with the park next.

“Out of nowhere a guy comes running up from the side and with all his might swings as hard as he could just as I turned toward him to see what a noise was,” Luper said.

“Everyone was in shock. It happened so quick. He came out of nowhere and didn’t say a word,” Luper said.

Luper said the force of the hit was so great it almost knocked her out of the lawnmower seat. She said he looked like he was preparing to lunge at her again and she grabbed a gun and pointed toward him.

According to Luper after she pulled out the gun Bailey fled on foot and was chased by several people.

“He’s threatened to kill me several times. I filed a report with the Sequoyah County Sheriff’s office in May, and the matter has not been resolved as of yet,” Luper said.

Several people were at the park at the time of the assault and Luper said police were questioning them about the incident.

Luper said she believes the anger Bailey has toward her started in 2007 after Bailey’s nephew, Edward Wayne Conner Jr., was arrested for endeavoring to manufacture a controlled dangerous substance.

Court records show in February 2007 a search warrant for Connor’s residence was executed and several chemicals and equipment commonly associated with the manufacturing of methamphetamine were discovered.

Luper said Bailey is the father of David Bailey, the 20-year-old Moffett man who was injured May 29 during an accident at his home and died in a Tulsa hospital May 31 of massive head injuries.

David Bailey and a friend were preparing a barrel to be used to hold a campfire for a birthday party Bailey was hosting at his home when the accident occurred.

Both men had reportedly made several attempts to remove the lid when it was decided to use a grinder.  When Bailey began using the grinder it is believed an explosion resulted due to chemicals inside the barrel.

She identified Bailey as the man who blamed her for a part in his son’s death.

According to authorities there was a misunderstanding involving an ambulance, which caused the ambulance to arrive 45 minutes after the accident occurred.

Luper said there were several calls placed to 911 the night of the accident involving Bailey’s son. She said she called Roland Emergency Medical Services, the Roland Fire Department and the first responders.

BAILEY’S RECORD

According to court documents, Bailey had several charges previously filed against him. In June 2007 Bailey was charged with assault and battery upon a police officer and obstructing an officer. In July 2007 Bailey was charged with disturbing the peace. According to court records Bailey was yelling at an officer. In November 2007 Bailey was charged with attempting to elude an officer.

This is the most awesome story ever! This is the true definition of justice. This lady is one of the most awful people ever, and she got a little bit of what she deserves.

She should have shot him until he quit breathing. People need to protect themselves if the justice system won't. This man is a danger to society as shwon by his criminal record. Why don't our judges and district attorney do something with these idiots? Apparently they don't care as long as they can sit around and draw a pay check.
