Douglas Allen Bailey, 45, of Sallisaw is a convicted level-three sex offender and is being charged in Sequoyah County District Court with failure to register.
Bailey was convicted in 1996 in Okmulgee County for the first-degree rape of a woman known by him but not related to him.
Bailey has failed to register as a sex offender since March. According to court records Bailey has moved from his residence on Wild Horse Mount Road south of Sallisaw and Sequoyah County Deputy Lance Yoakum was unable to locate Bailey. A warrant was issued for Bailey.
Bailey walked into the sheriff’s office on Sept. 11 and turned himself in.
When Yoakum asked Bailey when the last time he registered Bailey stated, “Its been a long time.”
Bailey was arrested and booked into the Sequoyah County Jail and is being held on a $21,500 bond. Bailey has a hold for failure to appear out of Okmulgee County also. His arraignment is scheduled at 1:30 p.m. Monday in Sequoyah County District Court.
Bailey was convicted of failing to register as a sex offender on Nov. 13, 2008, in district court. He was also convicted on Dec. 20, 1996 for uttering a forged instrument.
Level-three sex offenders are required to register every 90 days for life with the Department of Corrections and local authorities.
Failure to register and comply with the Sex Offenders Registration Act is a felony and is punishable by up to five years in prison.
