Former town manager charged with rape of inmate

The town of Roland's former town manager was charged Thursday with multiple counts of rape and sodomy relating to an alleged relationship with a former female inmate in the town's jail.

Charles E. Day, 55, of Roland was charged with one count of rape by instrumentation, two counts of second-degree rape, and two counts of sodomy, according to court records.

Day was booked into the Sequoyah County Jail in Sallisaw at 11:18 a.m. Thursday. He was released on a $10,000 bond at 11:34 a.m. on the same day.

Day was suspended without pay as town manager on Sept. 28. While the council would not give a reason for Day's suspension, Day was named as a suspect in a sheriff's office investigation.

According to the charges, a former female inmate described several occasions that she allegedly had sexual contact with Day in his office and other locations.

She allegedly told police that she continued to have sexual relations with Day because she was afraid if she didn't she would be sent back to the Sequoyah County Jail in Sallisaw.

The alleged victim said she also knew she would not continue to get the extra benefits, such as the use of her cell phone and Day buying her cigarettes while she was incarcerated.
