Muldrow man accused of failing to register as sex offender

A Muldrow man was charged last week with failing to register as a sex offender.

Billy J. Cowan, 24, could face up to five years in prison and a $5,000 fine for the felony if he is convicted, according to court records filed July 11.

Muldrow Police Officer Lisha Allen reported that Cowan is a registered sex offender who lives in Mudlrow. Allen reported that an active investigation was initiated in reference to him committing a rape against a mentally disabled family member. Several attempts over the last several weeks were made to contact Cowan at his address, but each attempt was unsuccessful, Allen reported. She alleged that Allen fled the home and was staying in Arkansas to avoid arrest. Cowan allegedly failed to notify Muldrow Police Department of his departure, which violated the terms of his probation.
