Douglas Rice, 47, was charged Monday in Sequoyah County District Court in Sallisaw with felony kidnapping and felony sexual battery, stemming from a July 21 incident in Vian.
According to court records, Steven Brackett, Vian assistant police chief, reported that at about 11 p.m. July 21, Pafford Emergency Medical Service asked him to come to a Vian convenience store where a woman was being treated for injuries to her hand after an incident with Rice.
The victim told police that she had just left Rice's home, whom she identified as her ex-boyfriend, where she went to get some money. The woman told Brackett that while she was in Rice's home, he attacked her and used force to take her to a bedroom, where he tried to rape her. During the fight, she received injuries to her hand.
Brackett reported that he went to Rice's home, and arrested Rice. Brackett reported that Rice asked why he was being arrested, and Brackett explained the complaint made against him.
Rice allegedly told Brackett that the alleged victim was lying and that he never had a relationship with the woman. Brackett reported that Rice was agitated and uncooperative, and while transferring Rice to the Sequoyah County Jail in Sallisaw, Rice began screaming.
During the ride to the jail, Rice allegedly also tried to head-butt Brackett on two occasions. Brackett reported using pepper spray on Rice to get the situation under control.
