City manager’s job performance reviewed in executive session

The Sallisaw Board of City Commissioners met in executive session Monday evening to conduct a job performance review of City Manager Keith Skelton. But after a 97-minute session, the results of the special meeting remain unknown.
The commission opened the meeting at 5 p.m. and at 5:02 p.m. went into executive session. The commissioners returned to open session at 6:39 p.m. and adjourned without commenting on what was discussed. Under state law, the commission is not required to publicly talk about what was discussed in executive session.
Title 25 O.S. § 307(B)(1) says executive sessions of public bodies will be permitted only for the purpose of discussing the employment, hiring, appointment, promotion, demotion, disciplining or resignation of any individual salaried public officer or employee.
While public entities can hold executive session, it must be listed as to what will be discussed. In order to take any action, the commission must return to open session.
Skelton has worked for the city since 2000, first as director of finance, then adding assistant city manager to his title in July 2003. He was elevated from assistant city manager to interim city manager in December 2017 following the controversial Nov. 13 termination of — and subsequent Dec. 11 resignation of — then-city manager Clayton Lucas II.
Skelton was named city manager on June 11, 2018.
The city commissioners are scheduled to convene for their regular meeting at 6 p.m. Aug. 14.
